CARJACKING
At 9:45AM on Jan. 18th, LPD officers responded to the CVS parking lot on Lincoln Boulevard regarding a stolen vehicle. Officers arrive and learned that it was a carjacking. The victim, an 83-year-old woman, was getting into her vehicle when the suspect grabbed her, throwing her to the ground and taking the keys from her hand. He then fled with her vehicle southbound out of the parking lot. The victim suffered minor injuries and was transported to a local hospital.

The vehicle is a black, 2016 Ford Escape with a paper dealership plate that says “Future Ford”. The suspect was described as a White or Hispanic male who appeared to be in his 50’s, approximately 5’10”, wearing a grey or black hoodie sweatshirt and possibly had facial hair.

At approximately 10:30 PM on January 17th, a Lincoln Police Officer conducted a traffic stop at Sterling Parkway and Lincoln Boulevard for vehicle code violations. The driver, 38-year-old Sean Shepard of Lincoln, initially identified himself as another person, but officers learned his true identity and found that Shepard’s driver’s license was suspended. He also had two warrants and was found to be under the influence of drugs. He was arrested for providing false ID to a peace officer, driving on a suspended license/DUI, driving under the influence of drugs, possession of drug paraphernalia and two outstanding warrants out of Placer County.

A passenger, 34-year-old Michael Gencur of Lincoln, was found to be on searchable probation. A search of his person revealed almost 20 grams of methamphetamine. He was arrested being under the influence of a controlled substance and possession of methamphetamine.

Shepard and Gencur were booked at the South Placer Jail.

Don’t be THAT person. You know the one… running late, got to get through that intersection now or I’m going to be even later. Whether a sign is posted or not, the California Vehicle Code states that a driver of a vehicle shall not enter an intersection or marked crosswalk unless there is sufficient space on the other side of the intersection or marked crosswalk to accommodate the vehicle driven without obstructing the through passage of vehicles from either side. Blocking intersections is unsafe, illegal, causes traffic congestion and slows down public safety response times. #dontbethatperson

At approximately 11:25 PM on January 17th, a Lincoln Police Officer conducted a traffic stop on Lincoln Boulevard for vehicle code violations. The driver, 32-year-old David McAfee of Sacramento, had two active warrants and his driver’s license was suspended. He was taken into custody for his warrants. The passenger, 23-year-old Ksenya Kovpak, 23, of Sacramento also had a suspended driver’s license, so the vehicle was towed incident to the arrest.

Searches subsequent to the arrest resulted in the discovery of 2 small bags of heroin, a meth pipe, and just over $1200.
McAfee was arrested for possession of a controlled substance for sale, transportation of a controlled substance, possession of drug paraphernalia, driving under the influence of drugs, and warrants. He was booked at the South Placer Jail. Kovpak was arrested for possession of a controlled substance and possession of drug paraphernalia. She was released on a citation.

Note – McAfee was just arrested the night before in Sacramento for driving under the influence and possession of a controlled substance.
