On Thursday, January 11, 2018, shortly after 4:00 p.m. officers and detectives from the Rockford Police Department responded to a residence in the 800 block of Concord Avenue in reference to a report of a home invasion. When they arrived officers were told by the occupants that an unknown black male suspect, who was armed with a handgun, had forced his way into the residence. Once inside, the suspect allegedly fired a round from the handgun striking a 2-year-old toddler. The victim was transported to a local hospital where he was treated for non-life threatening injuries. The victim has since been released from the hospital.

Since the time of the incident detectives have been conducting a follow-up investigation. Based on the information available at this time investigators do not believe that the incident occurred as it was originally reported. The exact circumstances of the incident and the manner in which the victim was injured are still under investigation.

This is an on-going investigation and no further details are available at this time. Further information will be released should it become available.

On Thursday, October 5, 2017 shortly before 1:00 p.m. officers from the
Rockford Police Department responded to the 300 block of Cole Avenue regarding reports of shots fired. Upon arrival, officers located a male victim, later identified as 27-year-old Isaiah Starks of Rockford, suffering from an apparent gunshot wound. Rockford Fire Department personnel transported the victim to a local hospital where the victim was pronounced deceased. Detectives from the Violent Crimes Unit conducted a follow-up investigation into the incident.

Later that same day one suspect, identified as 41-year-old Jamie Spates, was arrested and charged with First Degree Murder. Jamie Spates was later lodged in the Winnebago County Jail where he is being held in lieu of bond. A photo of Jamie Spates is attached.

On Wednesday, January 10, 2018, a second suspect, 47-year-old Marcus Spates, was indicted by a Winnebago County Grand Jury.

On Thursday, January 11, 2018, Marcus Spates turned himself in to authorities at the Winnebago County Criminal Justice Center. Marcus Spates was then lodged in the Winnebago County Jail where he is being held in lieu of bond. A photo of Marcus Spates is attached.

The charges against both suspects are merely accusations and not evidence of their guilt. As with defendants in all criminal cases both suspects are considered innocent unless proven guilty in court.

The Rockford Police Narcotics Unit, acting on citizen complaints alleging on-going narcotics sales, began a month-long investigation focusing on drug sales in and around 511 North Church Street.

On Tuesday, January 9, 2018, Rockford Narcotics Detectives executed a search warrant in an apartment at 511 North Church Street. They also located and arrested a subject, later identified as Marvin McDonald, near the corner of Court Street and West State Street. Cocaine and United States Currency were located during the investigation. The investigation was reviewed with the Winnebago County States Attorney’s Office who authorized the listed charges. McDonald was later lodged in the Winnebago County Jail. A photo of McDonald is attached.

CHARGES: Possession with Intent to Deliver Cocaine (1,000 feet of a Church)
